openrc does not provide the means to set RC_DOWN_HARDDISK for /etc/init.d/shutdown.sh

Description
As per summary, I was unable to find where RC_DOWN_HARDDISK can be set in openrc's scripts.

The should be configured for sysvinit, not OpenRC.
Although it can be configured in /etc/rc.conf, it is not only Linux only, but sysvinit only and does not appy to init from say busybox.
