init cant enter into single runlevel

Doing:
# init 1
should enter the system into the single runlevel, but it is not working with OpenRC.

After

# init 1

I get:

Give root password for manteinance
(or type Control-D to continue)

The root password is not accepted, Control-D doesn't work also, and the only way to regain control of the system is hitting Control-Alt-Del.
