Description

I guess the issue is in OpenRC but I am sorry I can not assure that.

The fact is that the system can be turned off by executing:

poweroff -f

so I guess is not an ACPI issue.

I have installed version: "OpenRC-0.5.0.3dc712e.html".

My computer is a laptop DELL Inspiron 6400 running Linux Gentoo.

INIT: no more processes left in this runlevel

I'm guessing that you haven't updated /etc/inittab.
Move that file to /root as a backup and re-emerge sysvinit. It should replace the file with a working version. If that works, file a Gentoo bug about it not being updated correctly.
