add support for UPS triggered shutdown

Description
sys-power/nut and sys-power/acpupsd trigger a shutdown when the UPS reaches a minimum battery level. They mark this by creating /etc/killpower and /etc/apcupsd/powerfail respectively.
The reason why we need a script in the 'shutdown' runlevel that checks for these files is that we want the power to be cut by the UPS so the computer can boot when the power is restored (a BIOS setting needs to be activated for this behavior). Otherwise, if a normal shutdown is performed the computer will require manual restart.
I'm attaching the script (tested with sys-power/nut only).

acupsd already seems to have it's own init script in portage.
I've filed Gentoo Bug #266804 with a nut specific script that is designed to be added to the shutdown runlevel, which fixes this.
