These are the conditions under with Christel's draft CoC
should be accepted:
1. The CoC should always be fluid, and subject to growth and
   positive revision in the same manner that Gentoo grows.
2. All interested parties should work together on a better
   version of the CoC that helps with the intent. Amne's
   draft on the mailing list is a good starting point, as
   is much of the input that it should focus on the positive
   aspects before punishment.
3. Find a better name than Proctors! "Community Relations"
   does not entirely work because it can be seen as a merge
   of existing Developer and User Relations.
4. Review actions taken by the proctors will become a
   regular council agenda item, to ensure oversight and
   avoid abuses.
5. Council members may not be a member of the Proctors, to
   avoid all conflicts of interest.
