install /etc/conf.d/network and /etc/conf.d/staticroute like /etc/conf.d/net

Description
Currently, when openrc is initially installed, /etc/conf.d/net contains comments that direct the user to review /usr/share/doc/openrc/net.example and replace the current file with settings from that file for a more complete configuration.
Can you do the same for /etc/conf.d/network and /etc/conf.d/staticroute so that we can avoid wiping out user settings in gentoo?

Gentoo bug 295991 requests that we enable more verbose network output by default. I'm not sure that is a good idea, but I do think that documenting this ability in /usr/share/doc/openrc/network.example might be a good idea.
