Description
I user requested that Gentoo should support wpa_supplicant with priviledge seperation (a daemon running as root, and a client talking to it being spawned when wpa_supplicant would normally be started, from what I can read from the README file).
This bug explains it better: http://bugs.gentoo.org/show_bug.cgi?id=249930
Making the ebuild compile it with this config is not a problem, but it seems like the init scripts needs some patching, which is where openrc somes into the picture :-)

The net.foo scripts are being deprecated.
wpa_supplicant will get it's own init script soon, where user sep can be managed there.
