auto detect and create net.* symlinks

Description
it'd be great if when emerge-ing openrc it would detect what network interfaces existed and created all the appropriate symlinks.

This is a job for udev as it could create links when an interface is inserted at runtime, which is somethat that OpenRC cannot do as it's one shot.
Besides, I'm of the opinion that thinks like this should be managed by dhcpcd-5 and not OpenRC as that would make things a lot easier for me and a lot less confusing to the end user. I just need to hurry up and get dhcpcd-5 out of the door :)
