1. Criteria for reversing devrel's decision

  Unless given compelling reason to believe otherwise, we should accept 
  the original decision. With that in mind, consider whether we have 
  compelling reason that people SHOULD NOT be fired and the decision 
  SHOULD be reversed.

  We should trust devrel's judgment, because they are the experts on 
  this kind of thing and we are just overseeing them. Reversing their 
  decisions undermines their authority because it implies they cannot 
  make correct judgments.

2. What does firing a developer actually mean? Refer this to devrel. Our 
suggestions:

  - Removal of developer access.

  - Retention of nondeveloper access (overlays, etc.). Overlay owners 
    are responsible for setting their policies.

  - Either no reapplication for developer, or reapplication after some
    number of years. Not months.

3. Given the above, what do we do about these specific developers?
