Goal: To get more exposure to the sunrise overlay and help our users help us.

Problem: There exists ~2500 bugs in bugs.gentoo.org which are assigned to
maintainer-wanted and have the KEYWORD: EBUILD.

Background: After filtering those bugs to remove any mention of 'sunrise' in
whiteboard or summary, then there exists 2246 bugs that we cannot easily know
the state of by looking at the bugzilla web interface without manually reviewing
each bug. Assuming the keyword is correct, there is an ebuild attached.

Proposal: I am volunteering to send a mass message to these reamining 2246 bugs.(see below)

Hello, The Gentoo Team would like to firstly thank you for your ebuild 
submission. We also apologize for not being able to accommodate you in a timely
manner. There are simply too many new packages.

Allow me to use this opportunity to introduce you to Gentoo Sunrise. The 
sunrise overlay[1] is a overlay for Gentoo which we allow trusted users to 
commit to and all users can have ebuilds reviewed by Gentoo devs for entry 
into the overlay. So, the sunrise team is suggesting that you look into this 
and submit your ebuild to the overlay where even *you* can commit to. =)

Because this is a mass message, we are also asking you to be patient with us. 
We anticipate a large number of requests in a short time.

Also, with this message, change the whiteboard to "sunrise suggested" so it can
be easier to filter out in the future.

Issues:
-Not enough people to review the flood of new ebuilds. Assuming that everyone
will submit their ebuild.
    - Solution: Only send X messages every X days? Maybe 50 messages every 2
      days. 2246 / 50 = ~45 days * every other day = 3 month process?
(I will also help volunteer to review ebuild and idle in #-sunrise to help
random people)

-Infra suggests to limit mass message to ~30 bugs at once even though it is a
low-load operation. I also don't want to annoy users with constant spam though.

-Other issues?
