Added an initscript, conf.d file, and directory to save state to. This
closes bug http://bugs.gentoo.org/show_bug.cgi?id=2355 and it's duplicate
#46. All this script does is look for for the existance of the rules file
defined in conf.d and if present run iptable-restore < $IPTABLES_SAVE. And
on stop it will save the state to the same place. We don't need to worry
about loading modules anywhere else because iptables-restore does that for
us.

Many many security fixes as well as non-security related bugfixes that make
this a neccessary upgrade for all users of xinetd. I'll forward the mail

Some security fixes and some touch ups. tar and unzip are both prone to
undesirable directory traversal (nothing like leaving .. unlinked *shudder*) I
package.masked unzip-5.42 since thier server is busted and I can't test it yet.
http://www.security.nnov.ru/advisories <-- is the advisories. rar is also
suceptible. Remeber you should run archivers under a privleged UID.
