Use of ISO/IEC prefixes vs base-10

Discussion and vote on whether ISO/IEC prefixes, Ki=2^10, Mi=2^20, Gi=2^30,
etc. should be preferred over ISO base-10 prefixes, k=10^3, M=10^6, G=10^9,
in check-reqs.eclass.

Discussion of the recent introduction of new libudev and libgudev virtuals,
subsequent masking by QA and unmasking by ssuominen.  Three points emerged:

1) Should the council enact policy whereby the introduction of new virtuals
or modification of virtuals affecting several package maintainers must be
announced on gentoo-dev@g.o, as is done with eclasses.

There was also a suggestion by TomWij to include profiles in this policy.

ssuominen's unauthorized unmasking of a QA mask?
