Clarification and vote: EAPI 1 and 2 are now banned.  This ban should not only
be limited to new ebuilds, but should be extended to include updating EAPIs in
*existing* ebuilds.

Make all cosmetic repoman warnings fatal

Discussion and vote: Do we care enough cosmetic problems in ebuilds to make all
repoman warnings fatal?  This includes at least the following checks:

	* unused local useflag descriptions in metadata.xml
	* Whitespace, both at the beginning and the end of the line
	* variable quoting (may have false positives too)

Adherence to FHS standards in Gentoo: putting config files int /etc

Discussion with possible motion and vote: While Gentoo does not consider FHS to
be authoritative, many of our policies do coincide with it.  Should we consider
it a policy that configuration files are to go to /etc with examples in /usr/share?
